Highway 99 is now back open in both directions after early morning police activity heavily impacted traffic. A suspect is now in custody after leading California Highway Patrol on a chase that ended with a crash near Riego Road. The Sutter County Sheriff reports that the male suspect was driving a stolen car and after the crash had barricaded himself in the car and was allegedly armed. He then called into dispatch saying he had a bomb and gun and was with a 5-year old child and was willing to shoot it out with the cops and was threatening to shoot the child. The incident played out around 10:30 AM Tuesday, according to the Sutter Sheriff's press release. The driver of the car has been ID'd as Kyle Ross McCray, who Sutter County hostage negotiators say refused to cooperate. Tear gas was used to force the suspect out of the car, then a K9 was deployed.

Here is the full incident report from the Sutter County Sheriff's Department:

"On November 21, 2021 at approximately 10:30 am, the California Highway Patrol advised of a stolen vehicle that had been disabled after a pursuit. The vehicle was on Highway 99 at Riego Road with a male subject inside of it. CHP advised that the subject had barricaded himself inside the vehicle and was making threats of “shooting it out with the cops.” The CHP requested Sutter County Sheriff’s Office SED Team and Hostage Negotiations Team. The driver of the vehicle, later identified as Kyle Ross McCray, continued to refuse to exit the vehicle. McCray called the Sutter County Sheriff Office dispatch and informed them he had a bomb, a gun, and a 5-year girl that he would kill. CHP ordered SR-99 and Riego Road to be shut down out of abundance of caution. After several phone conversations with Sutter County hostage negotiators, McCray refused to cooperate. Sutter County SED deployed tear gas into the vehicle. McCray exited the vehicle and took up a fighting stance and the Sutter County K-9 was deployed. McCray was bitten by the K-9 and taken into custody at 12:47 pm. The roadway were opened up shortly after. McCray was transported by AMR ambulance to Adventist Health Rideout hospital for treatment of the K-9 bite. McCray was booked at the Yuba County Jail violating 2800.2(a)VC - felony evading, 10851(a)VC - auto theft, 3056PC - Parole violation, 14601.2(a) VC - Driving on a suspended license. No firearm, explosive device or 5-year old was located following the arrest."
